Kerim Lucarevic - Doktor, 1958 yılında Saraybosna'da doğdu. Mesleğinde mezun bir ekonomist. 1990'dan savaşa kadar Saraybosna Şehir Konseyi üyesiydi. Bosna Hersek’teki 1992 savaşından önce UNIS Holding’in öncülüğünü yaptı . BH savunmasında aktif olarak yer alıyor ve Yurtseverler Birliği'nin kurucularından biri. 1992-1993 yılları arasında BH Cumhuriyeti Askeri Polis Komutanı, ardından Askeri Güvenlik Şefi olarak görev yaptı. Askeri polis, Saraybosna'nın bütün savunma faaliyetlerine katıldı.
